Nigeria's Central Bank has approved additional charges on deposits and withdrawals in the country.
In a circular issued to all banks on Tuesday, September 17th, titled: "Re: Implementation of the Cashless Policy," CBN said the new charges on depositors apply to those in Lagos, Ogun, Kano, Abia, Anambra, Rivers state and the FCT immediately.
The statement further stated that the new charges would be in addition to existing charges on withdrawal, effective September 18, 2019.
With this policy, every deposit above N500,000 on individual’s account will attract a 2% fee. For instance, if you pay N510,000 into your savings account, the bank will charge you N10,020 for the transaction.
Withdrawals attract higher fees of 3% and 5% for individual and corporate accounts respectively.
This is in addition to the existing charges on cash withdrawals.

Charges above will apply on withdrawals and deposits respectively over daily limits.
Nationwide implementation of the cashless policy will take effect from March 31, 2020

Если вы не смотрели фильм Дудя, вокруг которого развернулась серьёзная дискуссия, то лучше не читайте мой пост, а начните с просмотра фильма.
Оговорюсь сразу, что тема терроризма - мало того, что сама по себе крайне острая, но ещё и затрагивает чрезвычайно много важных вопросов, касающихся всех нас. Поэтому обсуждение этой проблемы не может обойтись без разных точек зрения, порой диаметрально противоположных.
Дудь в своём фильме занял определенную позицию, которой и посвятил фильм.
Главный принцип, который осуждает Дудь и все интервьюируемые им люди - не вести переговоры с террористами. Я же напротив считаю, что это правильный принцип национальной безопасности. Стоит хотя бы единожды вступить в официальные переговоры и тем самым поставить под угрозу все население страны, потому что террористы будут использовать захват заложников как способ давления на государство.
Безусловно государство должно приложить максимум усилий, чтобы спасти людей, ведь по Конституции оно гарант нашей безопасности и более того, терроризм зачастую является следствием конкретных политический действий государства. Поэтому когда случается захват заложников его задача - освободить их, даже если надо и тайные переговоры провести.
Я против когда на чашу весов кладут нацбезопасность и жизнь человека. Первое не имеет никакого смысла, если государство не в состоянии сохранить второе. И в случае с Бесланом говорить об эффективности операции по спасению людей просто не приходится.
Дудь настойчиво подводит к тому, что варианты спасти людей, а в данном случае речь идёт больше о детях, были. Но варианты эти были сопряжены с сотрудничеством с боевиками. И политические силы опасаясь такого исхода, решают штурмовать школу.
В таком виде как это представлено в фильме Дудя все говорит не в пользу действий государства. Даже итоги следствия не дали ответы на все задаваемые вопросы.
К сожалению, зачастую когда мы попадаем в ситуацию, где есть угроза для самого государства, оно рассматривает нас как сопутствующий ущерб.

Hackers have made a lot of news in the past few years for stealing all kinds of data, and as we're looking to the development of autonomous vehicles, it should be no surprise that autonomous vehicles will also be targeted. In 2016, GM CEO Mary Barra said that car security would turn into a significant public safety issue in the future.
While fully autonomous vehicles are not yet a reality, there are some examples of how existing car models have been hacked. 🚙 For instance, In 2016, a group of researchers used off the shelf radio equipment to track Tesla's autopilot sensors, which led the car to miss an object in the car's way or erroneously perceive that an object existed. (Autonomous vehicles depend on sensors and radars to "see.") The researchers explained that some of their hacks were very targeted and not likely to be replicated by the average person; however, the test demonstrated that a well-informed malicious actor could trick a vehicle's sensor systems and cause serious damage. Other examples of non-autonomous vehicles that have been hacked included the Fiat Chysler's software system, which allowed hackers to disable the engine and crash the car. In addition, a Wired journalist documented his experience driving a traditional car that researchers remotely hacked.
Aside from hacking the operations of a car, autonomous vehicles and even today's smart cars collect a lot of information about passengers, and there is no standard for how that data should be stored and maintained. For instance, Amazon Echo Auto (Amazon Alexa for cars) and interactive infotainment systems capture passenger voice commands which could be exposed through a malicious attack. 👨👩👧👦 Remember, there's no federal standard for data privacy - all the more reason for consumers and industries to push for a comprehensive nation-wide standard!

Reuben Abati, born November 7, 1965 in Abeokuta, Ogun State, Nigeria, was Special Adviser on Media and Publicity to President Goodluck Jonathan of Nigeria. He was previously a newspaper columnist and the chairman of the editorial board of the Nigerian newspaper The Guardian from 2001 to 2011. He was a first class honours graduate of Theater Arts from the University of Calabar where he won the Vice-Chancellor’s prize for the best overall graduating student. Abati graduated from the University of Calabar, Nigeria in 1985 with a First Class Honours and as Class Valedictorian. Reserve Bank of India Governor Shaktikanta Das on Monday tried to dispel the mood of pessimism prevailing around economic conditions saying that growth is the highest priority for the central bank right now, adding that steps have been taken to stabilise the economy.

If your country decided to stop all greenhouse gas emissions, it would spend lots of money, but the benefit would be split between all countries in the world and each would benefit only a little. For your country, this would be a loss.
Let us explain this with a simple game, before we show how we can solve it.
10 people sit in a circle. In the middle is an empty box. At the start, all players can choose whether or not to add $1 to the box. After this, the money in the box is doubled by the gamemaster. Now, the money is evenly split between all players.
If 2 out of the 10 players add $1, there are $2 in the box, which is then doubled (for free) to $4. In the end, the money is split evenly between the 10 players, and each person gets $0.40.
Would you throw $1 in? Hell, no! Regardless of how much the others throw in, you will only get back 20 cents from that dollar.
CAN WE SOLVE THIS? If everyone agreed to put in $1, then all would win. There'd be $10 in the box, which would be doubled to $20, and everyone would get $2 back – we all made $1 profit. This is what the "Paris Agreement"  and similar contracts between countries try to achieve. The "doubling" is analogous to everyone benefitting if we don't have climate change. Does it work?
If there is a serious punishment if a country goes against the agreement, it will work. Unfortunately, these climate agreements are just polite promises without force behind them. Many countries, including the US and Germany, simply don't follow them [2,3], but luckily some, including China, are on a better track .
There are many related problems like corruption and terms of office (politicians being interested in short-term over long-term gains), which we can cover in the future if you’re interested.
