Do your own thorough research on the interested property!
Know how much the flats are valued at in that area/ development. There are information readily available which you can check anytime and anywhere.
For HDB flats, check HDB websites for past transactions.
For private property, check URA website for their past transactions.
Once you know the resale value of the flat that you are interested in, look at how much the owner is offering.
If there is a vast increase of value, do find out why from the seller agent. It could be that the owner had spent a great deal renovating the place.
