The US operates a 4-point GPA scale. For this reason, most graduate school programs in the US require that all transcripts be converted to a 4-point scale for ease of comparative evaluation.
If you graduated from a school where the GPA scale is different, this might pose a bit of a challenge. But fret not, there are establishments who do these conversions for a fee. One of them is the World Education Services (WES). What you must do is apply for an official transcript from your school to be sent to WES. They will do the conversion and send the transcripts to the schools of your choice. You pay for conversion once, irrespective of how many colleges you are sending your transcript. Once you have paid for the conversion, all you have to do is pay the associated amounts to have the transcripts delivered.
Transcripts received from WES are recognised as official and treated as though they came directly from the school, this is why WES only receives and treats official transcripts.
The TOEFL/IELTS are examinations to test your abilities with the use of English. They test speaking, listening, reading and writing abilities. For non-native speakers whose country's lingua-franca is English, or who have undergone their entire education in English Language, it can seem like a waste of time and resources to register for and write these exams. But you totally should. Here is why;
If you are looking to study in a foreign institution where English is the language of instruction, the admissions committee would need to know that you are equipped to study in English. There is no better way to show that than by passing the tests. Also, for schools that seek to give you financial aid via teaching assistantships, these tests are particularly considered in making that decision.
Most scholarships awarded for studies in institutions where English is the language of instruction would require proof of English language. Now you may be able to proof that you're proficient with the language without writing these tests, but you may never get the chance to. Remember you're not the only one vying for these scholarships. An inability to provide this proof will be a good reason to drop you off the shortlist and narrow the applicant pool.
Some schools give clear exemptions to some non-native speakers from writing this tests. Check and see you if you are covered. But know that different schools and scholarship providers have different exemption criteria. You might match one and not match the other. So why not save yourself the stress and do the test. That way, you can fluidly apply to and take advantage of all open opportunities.

Choosing a study material for the GRE can be an arduous task. The internet is replete with so many options, it can be a nightmare to sort through all that to what is really substance.
If your prefer to study on your own, then whatever material you settle for, do not fail to add the official ets test prep tools to it. Ets are the makers of the test, it makes commonsense to expect the best test prep materials from them.

This choice will be shaped by a lot of factors. I will cover the most important.
Are you applying for an MBA or a Ms/PhD? For an MBA, you should choose the GMAT, but if you're looking to apply to other grad school programs, then write the Gre.
Note however that an increasingly number business schools are now accepting the Gre. This means that if you plan to apply for MBA as well as Ms/PhD, the Gre is a more flexible option for that.
The GMAT might also be a better option if you are looking for an exam whose scores would better your employability. Recruiters tend to consider candidates with high GMAT scores.
